Mission Fulfillment Reports

In order to monitor how well Highline College is meeting its mission, Highline’s Office of Institutional Research publishes an annual Mission Fulfillment Report (MFR).  This report shows whether we are meeting our benchmarks on key performance indicators required for accreditation as well as other areas designated by the campus community as critical indicators of mission fulfillment.  Measures are organized within Strategic Goals.  In response to our NWCCU mid-cycle evaluation, in June, 2024, we developed a more streamlined MFR, which meant that some measures were moved from the MFR to divisions and departments for continuous monitoring.  While we are not required to measure these for accreditation, these measures have been identified as important indicators of continuous improvement toward our strategic goals.  They will be monitored and used for strategic planning at the division or department level.

In 2024-25, Strategic Goal 4 – Culture and Capacity continues to be revised.  We anticipate that revisions will be complete by the end of the academic year with the goal of reporting on related measures in 2026.

Drafting a new Mission Fulfillment Report – 2020-2024

In 2020-21, work began on a major revision of the Mission Fulfillment Report (MFR), overseen by the newly formed Institutional Effectiveness Committee (IEC).  The IEC is a cross campus committee responsible for oversight of the MFR, institutional effectiveness planning processes and the monitoring of accreditation processes.  In collaboration with Executive Cabinet, IEC, the Equity First Strategic Planning team, Guided Pathways leadership and many other campus stakeholders, Institutional Research developed a new format for the MFR that allowed the campus to see how we were performing on key indicators of mission fulfillment compared to our national and regional peers, as required by the Northwest Commission on Colleges and Universities (NWCCU), our accrediting body.   This new version of the MFR was organized by Strategic Goals, rather than Core Themes, and each student achievement measure was now disaggregated by race/ethnicity, sex, income, and age in accordance with NWCCU standards.  New legislative mandates for DEI work and anti-racist training requirements were also incorporated into the MFR draft.

Mission Fulfillment Process 2001 – 2019

Highline College defined the minimum threshold for mission fulfillment as achievement of 70% of our benchmarks across all core theme objectives. The annual Mission Fulfillment Report presented a comprehensive evaluation of institutional performance. The report then articulated the achievement level (relative to benchmarks) on each indicator of every objective in the four core themes. At this deeper level of analysis, the details provided an important and rich source of information for strategic planning, campus discussion, and goal-setting.

The Mission Fulfillment Reports (MFRs) were posted annually for review by the college community. Over the course of the year, our Executive Staff – comprised of the president, the four vice presidents, and the executive directors of Instructional Technology Services, and Human Resources – regularly evaluated data from the MFR to ensure that the college was maintaining the course charted by the core them objectives and using planning, assessment, and improvement processes to do so. In consultation with the trustees, Executive Staff was charged with developing goals and, where deficiencies arose, a data-driven response plan that delegated implementation to appropriate groups and individuals. In this way, mission fulfillment was an ongoing process, carefully managed, effectively guiding the day-to-day work of the college.
